Looking for an experienced freelancer for warpper application

I require am experienced freelancer for development of wrapper application built with C Sharp, C# or C++. I will require your recommendation on what development language to be use.

The wrapper application will run in the background via command line, I will launch application via a custom Adobe Air application, the wrapper application will receive sting data from the Adobe Air application and then send that data to open program's on the desktop.

The flow should be like this - Adobe Air launches wrapper application, Air app sends data via native process to wrapper app, wrapper app sends data to open programs like notepad, word and so on.

The development will be for windows OS, possible will look into other OS support.
