Twitter API familiar developer to give away, promote and sell music

I am looking to for a developer in the Tel Aviv area.

- familiar withe Twitter API or can learn it quickly
- comfortable with OAuth
- full requirements and use cases are provided
- knowledge of selling downloads and ability to collect payments using PayPal
- some knowledge of, or familiarity of music industry
- preferred languages: python, ruby
- the client with the developer may design or build the front-end using html/css/jquery
- prefers complete project cost, or bulk hourly rate
- hosted by developer
- 3 weeks full-time work
