Looking for an experienced freelancer for developing front-end for an image management system

An image directory capable of aggregating and managing 1,000,000+ images each tagged with an average of 20 tags.
A strong and extensive advanced searching and filtering capability enabling complex queries based on image meta-data, exit data & tags associated with the images.
ability to generate analytic reports and basic statistics based on search criteria. Reports should be available online or exported as excel.
A good integration with the GIS/Mapping plug-ins to enable:
display of image "spikes" (markers) over Google maps
enabling searching and filtering based on geofences and geolocations.

The sysstem bac-end is in Ruby. Experience with Ruby is a plus.
