Web Resource Required

My Hebrew is quite good, but my English is better...

I have initially one, and probably more, web projects coming up and need some help with them. I am a technical writer and instructional designer who has some knowledge of web design and HTML and need someone to assist me on an occasional basis.What I am NOT interested in is someone who offers a package deal for a web site. What I am interested in is someone who is both talented and flexible, and willing to work with me to complete projects. In many cases, I may just want a template built, which I will then take over and call on your services as needed. I have had issues with freelancers before regarding this, so I will say upfront that all of these projects require style sheets (.CSS).

In your response, please provide your hourly rate, a link to your portfolio, and references.
