PHP MySql web projects

We are looking for an experienced PHP, MySql programmer for a long term hire.

Requirements: are as follows
1. Experienced in PHP, MySql, HTML&CSS.
2. Must be located in a timezone from UTC-1 to UTC+5.
3. Willing to work 30 hours per week, or more.
4. Willing to start working on an hourly basis and later on a fix priced projects.
5. Willing to work on websites with languages in Hebrew - this means you will have to work with translations from time to time.
6. You will have to go through 2 different tests.
