Looking for an experienced freelancer for wordpress site

Existing site was programmed incorrectly. I have been told it has to be rebuilt from scratch. Project is very specific and accuracy and urgency is key.

Because of the delays, the English site has to be up by May 6th. Please only apply if you can meet these conditions.

brief

1. The circles on the home page must be in a loop
2. all sublinks are not centred in the link panels.
they are about 2 mm to the left. please centre them.
3. main problem with the site is that the content area, menu and circles are correctly locked, but the rest- the main logo, flags and fadeout grades of the circles are not locked and move out of place when the window is increased or decreased. everything needs to be locked so its always the same position.
4. Programming to look exactly like screenshots supplied
5. to set CSS fonts colour, size, leading, etc.
6. program images to have no drop shadow.
7. text to raise to the top of the page
8. under work>experience page layout will be different. will be a grid with logos with links., client should be able to drop in logos herself.
9. Contact; wordpress standard contact plug in
10. Join up: wp join up for newsletter standard plugin.
11 running news bar: news items dissolving into next item. Client to be able to change data regularly in posts.

13 its wordpress, but must be optimised for all browsers and smartphones.

There will be unforeseen changes to programming as is customary in all websites, as it is not an exact science, when things don't work, they have to be changed or corrected to a degree. so there will be additions within reason to the programming.
