Virtual tour experiance

I need a Unity/unreal dev expert.
to develop a virtual experience of a facility for the user to explore, and receive information from "point of interest" elements in it.
the project at hand will require a WebGL embedded solution in the site.

there is a very detailed Mock-up in production and it is a valid reference for the quotes, and will be available for those who meet my requirements and are able to show relevant examples.
