Delays in getting push notifications

for our chat based app we are looking for andriod expert with experience in push using google cloud, chat, and issues such as delay in receiving push and solutions like heartbeat.

this is immediate opening and can be hourly or per task.

please reply with previous apps you have developed with push features and explain which solutions you have implemented/
