Freelancer to build a VM on AWS that runs Windows

Looking for a person to build a VM on AWS that runs Windows (later Linux) and uses IPV6. It is mandatory that IPV6 can be used, and that the IPV6 address of the VM is accessible from the Internet. I guess it should run IPv4 for applications that use only IPV4.
The VM should be fully accessible from a Windows 10 desktop.
