Web service and front end for managing and querying of tagged images repository

We need a developer to produce an environment that enables adding images and tagging images to a mysql store on our server and a web service/application to retrieve image links based on these tags. This project includes two parts:

A web front end dedicated to managing, uploading and tagging of images. Images are uploaded to our server and saved as links in MYSQL along with tags.
A web service/application in php for fetching image links by tags.

The web front needs no designing(skinning), but a complete UI specifications document will be provided by us.
