Need a freelancer for porting an application from windows to Android

Existing application is written in C# (WinForms) and runs on windows.

Required to run on Android devices (tablets). No need to support all devices.

The application consists of ~5 main screens with simple controls on them. Has graphs on one of the screens.
Some data is stored locally (currently in files).
The application communicates with an external propriety device over SerialPort (USB to serial). Has 5 simple command / responses.
Some post processing is done to data received from the device.

Need a rough estimate of implementation time and cost per hour.
