Adding scrolling news bar with text controlled by the user to an existing CMS

Project language: English with support of presenting Hebrew texts
Environment: ASP.NET 2 (VS 2005) C# with MDB (2007) database

This project is related to our cms http://israelindiasoftware.com/details.aspx?Id=1 (front side).
It related to :
1. Adding "news module" and combine it with the existing code. The main 2 parts of this task
a. Managing module – will manage the interface will be given for the user so he would be able to enter the news and settings
b. Front code – will present the news bar
2. we will give advantage to nominate that will include in his offer link to similar code he has built (including link to test the management form)
3. the management form will have 2 parts
a. setting general setting – apply to the entire bar
b. setting info for each news item
4. Design :
a. There will be NEW css in the pic folder: News.css and all fonts, colors, text direction must be based on classes that we can change there.
