Custom Video Streaming Project

Hi,

I want to create a video delivery service and need someone with the necessary expertise to tell me if and how its possible to do (and if it is, to build it).

I sell video content. I want to transition from selling the content as a one off into a subscription service.

Ideally the service would work as such:
1- Client signs up for the video service (either in-store or online)
2- Client is billed a monthly fee for the service
3- Client has access to a select library of videos to stream on his TV via a custom interface (the primary device the video will be seen is in a smart TV. Smart TV functionality is sufficient)
4- Client has ability to upgrade subscription / choose more videos from video library
5- If client stops paying monthly fee then video service is automatically cut off

I do not know the following:
- where the videos will reside (web server, cloud service, local server, etc)
- how to deliver the video to the client's home
- how to integrate payment (accept payments, payment status, automatic renewal, cancellation, etc).
- how to keep and update a dynamic library of videos
- where the interface will reside (app or something else, what type of app, on which platform, etc.)

Steps to complete the project:
1- Feasibility study
2- Cost proposition
3- Development
