programming a website in hebrew: html, css, javascript

a 15 page static website, built in html/css and javascript that needs to be converted to a hebrew site (menus, content etc)

this project is "as is"....meaning i don't want a cms system, don't want wordpress, don't want an hourly quote, don't want a hosting:

look at the site carefully, there are no surprises, nothing hidden. The DIVs on the right side, will go the left, those on the left, will go to the right.

the moving news is php, with an administration side so the client can make changes via the browser,

a few videos on youtube and two picts are seen through a lightbox program as is the video on the home page......
